A further deterioration in the situation in Europe could result in a significant exodus of European talents, intellectual families and even assassination criminals to countries such as New Zealand, Australia, Canada, America and China. This would have a detrimental impact on the European economy, as it would be more difficult to attract and retain the necessary human capital.
There won't be an exodus. If floods repeatedly affect certain regions, some will move away but most of the people will pressure governments to build on higher ground, the flooded regions becoming abandoned.
I believe in Karma... We've allowed terrible thinks to happen to our human fellows, we'll see bad time coming.
