He wasn't in the company anymore at that point but he was interviewed by police and that time was so tense so he probably decided to hold off the release. It was supposed to be released in July 2019 (so the lucky people who attended his concerts in Korea in early 2019 got to see it early) and he held it off to 2020. He probably decided to just save it for his next album, which is why it was delayed again to 2022.
