Well, when you provide a farm to a new 'farmer' part of that should be that the recipients go to farm school (Agriculture and get taught about how to farm and how to manage a farm business. I know of some deserving people who will do very well if they got that opportunity) imagine buying a new car that isn't supported with spares and service in your vicinity? Back in the day in the SANavy when we acquired Subs we also acquired the support systems to ensure that we kept them going and that they were functional and likely to surface at all times if need be. The SAN had to ensure the availability of logistics and spares and trained submariners and also the dockyard staff to keep them going.... we need a similar approach when we want farms that are well-managed and productive. Start with education and training: Create or boost agricultural colleges for one and encourage the development of better and more innovative farming methods and techniques. So if you want a farm as a land claims recipient you need to commit to being trained (if need be) .... etc. There must be a better way to do this

Biggest land owner by a mile is government and its parastatals (Nature parks, military, roads agency, rail, ...) at very least 30% of all South African land. If that car was stolen by A then placed in the custody of the police (government ) after it was then not claimed back, it will be auctioned off. Biggest land owner by a mile is government and its parastatals (Nature parks, military, roads agency, rail, ...) at very least 30% of all South African land.

If that car was stolen by A then placed in the custody of the police (government ) after it was then not claimed back, it will be auctioned off. The proceeds would go to pay expenses eg the recovery cost and salaries of policemen (purchase). The the car would have to be registered in your name ( transfer duties). Once on your name you would be responsible for the upkeep and government fees such as licence, fuel levy etc. (Rates, taxes, water, electricity. The vehicle can no longer be considered stolen.
On the other hand if a legitimate contract took place between a traditional leader or king and there is historical proof and documentation, there would have been no reason to consider that property stolen. Several such transactions for large tracts of land are available and need to be excluded from any expropriation acts as the legitimate owners concluded the contracts.
Of great historical importance is also the Nguni tribes who invaded the area identified as South Africa as they would not be the legitimate owners according to the understanding of the ownership. They were invaders which forced the owners out of their property and occupied it through war, not purchase, and without the approval of the owners.
It would also be wise to take into account that the EWC bill would apply to any beneficiaries or recipients in the future. It happened when Grace Migabe decided to increase the size of their PRIVATE game reserve. It happened elsewhere when commercial banana groves were considered more important than citizens having a little place of their own. I think it was in Nigeria where a man having a small patch of land with rooms for rent was told to vacate his property. High end housing units were to be built there. He was now homeless and destitute.
