Why would God burden us to pray for something he is already going to do?
Reasons
1. God uses it to involve us in his love
2. It grows our faith
3. It expresses dependence on God
4. It builds our relationship with God
5. It brings us into agreement with God's will

So since the word of God is perfect and God wrote every word, then why not just say it? Why the mental gymnastics? Is man adding his opinion? This happens so much and I love Stanley, I just disagree with this. I believe God did change his mind, he wasn't testing Moses.
I know God is in control but I don't understand why he refuses to stop using people to bully me every day and why he refuses to help me overcoming sins that cause him to be so evil towards me all the time.
So, God isn't evil.
