@smeglan95 ngl, orthodox papal state sound hilarious, but you'd have to guide Byzantium down their mission tree to do that, and that might be a tad TOO difficult.
I think for the Papal States, you should do a reverse pentarchy by owning and full coring all the states that contain: Rome, Constantinople, Antioch, Alexandria, and Jerusalem and converting them to catholic. And for some secondary goals conquer all of Italy including Sicily, and lastly forming the kingdom of god

1. Own the whole area that owns Jerusalem
2. Antioch, Constantinople, and the province that contains what in real life is mount athos
3. Control Mecca
4. Control the in game holy site of Zoroastrian and Coptic
5. Convert all the above to catholic

I think 2 should be the Pentarchy instead of Athos. That would make it
1. Jerusalem
2. Antioch, Constantinople, Alexandria. Plus Rome and Jerusalem, which you already have.
3. Mecca
4a. Shirvan, Daman, Laristan, Khiva, and Sabzevar, all in the Persia area.
4b. Aksum, Qasr Ibrim, Yerevan. Plus Antioch and Alexandria, which you already have.
That'd mean conquering a little ways into East Africa, and over into Gujarat. Sounds like fun.
At the time there were crusades that had the goal to take back the holy lands but instead they fought byzantium (if i'm not wrong). So as the pope you have to take constantinople and make it catholic and you have to conquer the holy lands and make them also catholic
Eu4 is a couple centuries late for the fourth crusade but not a bad goal
when you get to Ragusa, why not try and conqure India (they had a small colony there). You can also try for the achivement.

As the Pope, become the "Kingdom of Goths" by forming the Kingdom of god and continue with conquering Gotland, Normandy plus Theodoro, then convert to Gothic culture.

Frequent election doesn't increase your republic tradition cost. Its still 2 tradition/year cost to reelect, which you pay at election day. Its just fewer years inbetween which leads to faster growing leader.

As Papal States, make The Holy Roman Empire holy, roman and an empire! Join the HRE, become the Emperor and culture convert as many of the historical HRE capitals to Umbrian culture. There's even an achievement for that so there's extra reason to go for it, Red! Also you don't need to travel across the world or do other insane things. Keep things local, as you asked ;)

Here’s a tricky one. As The Papal State, ensure that every nation on the great powers list is Catholic by only allying fellow catholics and seizing all of the holy cities and the holy land for the holy see.

The long running joke is that it is neither Holy, nor Roman, nor an Empire. So, as Papal States you should 1) Become HRE Emperor and 2) Re-form the Roman Empire. Thereby making it 1) Holy, 2) Roman, and 3) an Empire.
As the Papal State have Byzantium as a vassal, force them to be Catholic and retake Anatolia!

Had an epic run as jambi pirate republic forming Malesia, concering all of Japan and all costal regions in china region and eventualy colonizing to New world and teach my nation the ways of totemism faith. Most fun and efficient achievement run too
For the Papal State you should make a "Deus Vault" and have 25k gold in your treasury. Or top of the score leaderboards in some economic thing, I dunno, I don't actually know all the different stuff it tracks.
I highly recommend playing New Providence and maybe a guide for the achievement.
I've been through the same PAAAIN of Bermudas, just instead Portugal it was Spain.
The only thing I had trouble the most ironically was gov cap, even with state houses in all provinces, I had so much land from Mexico and Brazil that I ended up playing above gov cap most of the run.
Exploiting War against the World doctrice is key. Money is usually a problem before boosting gold from Mexico up to 10. One thing I didn't see you do there was bringing back the clergy and right away selling land/seizing land. Very easy money there.
War against the world synergizes with Zealotry SOOO well too. And Privateer's way is a very zany reform, but if it's a run you deem possible, you don't need religious diplomats anymore. All diplo slots get free for you to force vassalize whomever you want.
Coalitions are always a problem with pirates and the only thing I know that can help with that is opening different ways for expansion ASAP.
Anyway, I think pirates to be one of the most funny govs to play in the game. Empires and Republics get repetitive pretty quickly IMO

As the Papal State, take direct control or vassalize all Christian Bishoprics and Monestary Orders at the start of the game. Creating more is optional, but favored.

I think as the Papal state going for all the provinces that are or were the holy see of another christian denomination: ownAntioch, Alexandria, Constantinople, Jerusalem, Toledo (Arianism), Yerevan (Armenian Orthodox, even if in the game they are coptic), Koceli (Chalcedonian), Erbil (Nestorianism) and Kent (Anglicanism, because of canterbury). To show them, who is the true head of christianity.

Your goal is to conquer the provinces where the last 5 popes were born - Rio de la Plata, Wasserburg, Krakow, Treviso and Brescia.

As the papal states u should join the HRE become the empire and make sure you own or one of the HRE nations own the entire empire keep it in the empire. U should also make sure everyone in Catholic in Europe. U should also take all of Italy.
