The government is NOT like a household. The government is the ISSUER of money and therefore never needs to borrow money. Nor can a sovereign government which issues its own currency ever be in debt.

governments do go bankrupt and they do need to borrow be it from their own central banks or the international ones
what countries that uses this type of policy?
The video shows different types of fiscal policies that countries can use. In reality, some countries are running more expansionary policies and other more contractionary (or 'austerity')
