You’re right about Cait Sith’s background being from Scottish folklore. As for why he has a Scottish accent when Reeve doesn’t is because Reeve isn’t always at the controls. Sometimes Reeve communicates through him, but in most moments Cait is his own person. I was so confused about this for so long and finally Googled it about a year ago and found this explanation that helped me make sense of it. It’s still a little weird, but I get it now: “Officially, Cait Sith (the cat) is a robot built and controlled by Reeve. Reeve has an ability called "Inspire" which allows him to give life to inanimate objects like Cait Sith, which he controls via mind-link when he wants / needs to. By the time Dirge of Cerberus rolls around, he's on Cait Sith number 5. One of the few things the Compilation did right is give him a Scottish accent, because Cait Sith is a creature from Scottish Gáidhlig mythology (the correct pronounciation is like "Kat shee" but nobody says that) and Reeve puts on an accent in the original game when he's talking through Cait Sith (this was lost in the English translation). So Cait Sith does have its own mind (kind of) but Reeve is connected to it and can take control at any time. Cait Sith sits on top of the big fat moogle and uses the megaphone to order its attacks.”
