If you live in Quebec you'd learn French as your native language then start English really early on, however in my experience (as a Canadian working with a lot of Quebec residents) they tend to have an accent on their English. My guess is that she's from eastern Ontario and was in French immersion, where you start learning French from kindergarten, but natively speak English. This is what I did as the city I live in is on the border with Quebec so being able to speak both languages is really helpful. Once we get to highschool we do the DELF tests, which is a set of standardized test set up by the French government to certify someone's proficiency in French. Notably a lot of French people have mentioned that her accent is really good which makes me think the French immersion route is correct as Quebec French has some variances from France French and they teach proper French in school, Quebec French (to be fair it only varies by a few words and some pronunciation differences), and also from what she said she's not entirely proficient in French, which she would likely be if she was from Quebec or France.
