At first they make kisame seem like he was just there to fight with itachi and didn't really care about the akatsuki, but really, kisame is one of the few akatsuki who knew about obitos plan and he actually seemed to like the idea of an imaginary world. So on one hand he's Itachi's bro but on the other he's one of the most loyal members. They made him contradict himself with the writing which got bad towards the end of shippuden.
Both Kisame and Itachi remembered each other during death. Before Kisame died, he remembered Itachi. After Itachi was reanimated, there was a slight remorse on his face when he saw Samehada with Bee which meant Kisame was dead.
So much so that his mouth didn't even move when he said he needed to spread his wings... and his face seems ti appear that he had had stroke in the wake of such news...
Kisame had ideals that were admirable. The world of Naruto is unfortunately full of war and hatred. Anyone could be viewed as an enemy and most of the warriors have gone through their own circumstances to be where they are and their own motives. For kisame, it was a world of truth and loyalty that he strived to achieve.

Kakazu shouldn’t have been killed off so quickly and Tobi should have brought back Akatsuki teams. Sasuke paired with Kisame, Tobi paired with Kakazu, Suigetsu paired with Jugo and Kabuto paired with Zetsu. Also Sasuke should have kept the robes until meeting with Itachi would’ve been a great visual parallel
