Time is an independent variable therefore it is always along the horizontal axis. It is conventional. You will not see time along the vertical axis evver.

In position time graphs, you can describe motion only in terms of positive or negative direction. Velocity is always constant
lets say that the graph is downwords can we still say that the slope is rise/run ?
Yes, because this is the definition of a slope
