Much appreciated bro, tbh.. it's a feeling, sometimes i rush T2 boots vs melees & sometimes i skip vs ranged.. it truly depends, i mostly skip tho cuz i love getting Trinity first. For example, before ur first back.. u'd already have an idea whether rushing boots or greeding for the damage would help u.
Depends on how you want to play the game, but personally I always rush them. They're cheap and they give you a lot of movement speed, which makes it easier to run down/kite opponents and get back to lane (faster in lane = more gold and XP for you and faster tempo over your opponent, which opens more options for invade/roam/contesting objectives). Against some opponents it's especially great, since it screws their champ (ex: Mercs into Kennen or Tabis into Riven).
It's not really unfair. Most of his spells are slow, so you can easily dodge them. Only EE is annoying, but it's just slow that gets heavily reduced if you have Steraks/Mercs (or both), so it doesn't really do all that much.

typically rule of thumb is you want to match or have better boots than your opponent

Yea to me he's literally the worst champ to fight as a Darius, vs a clean one at least.
