My other options might be some private colleges like LPU/CU, so should I choose Lower branches in UIET/UICET, or should I take CSE in private colleges. Fees are also a issue but that's manageable!

Until you are getting any branch in pec don't take admission in any other college,don't choose any core branch , never , either take cse in cu cgc, or take cse in uiet Hoshiarpur, because after doing cse btech from any college you can easily get mtech cse in pec and can still bag 12-42 lacs lpa , but doing core engineering or biotech from college other than pec will give you only 3.3 lac per annum, rest is your choice
Very average . If you see some websites that shows 45LPA Package . Actually that is off campus in amazon and that through amaze wow program also on campus only package of 18 lpa was offered by american express. Means donot expect something very big package until and unless you try off campus.
