Nice to see the reflect has a 30 second base cooldown, I REALLY HOPE IT DOESNT GO TO LIKE 15 AT LEVEL 5, it needs to be a ridiculously long cooldown no matter the point in the game. (Looks like it goes from 35 seconds to 23 seconds, with no ability haste... I think it probably should be 25 or 28 with no ability haste, but to be honest its not that wrong) And the reflected damage is 40% of the original scaling to 70%.
35 seconds feels too low still tbh, and none of the characters he listed do load into cdr... i just know it'll be nerfed. Escpecially a 23 second cd with almost all of them getting 40% reduction will mean you can never play against her with certain champions.

Mel's W gives her Invoulnerability, projectile reflection (which applies CC/deal DMG), movemet speed. The value itself puts it at close to 40 seconds. Because of how veristle and pro-gated it will be expectation was between 40-45 seconds. That ability gives you complete escape from most jg's ganks while being an artillery mage. Yasuo, Samira, Braum are all melee (Samira is semi melee). That is also a big deal with having suche an ability. Her DMG will be buffed and her 2 CD will be nerfed soon after her release
So if it reflects 40% pre-mit damage, Veigar will still be unplayable into her. She gets to 30% hp, Veigar presses R, Veigar gets reflected for 40% of 3-3.5k, Veigar gets hit with 1 other ability and dies instantly, while his R is at 50-60sec cd and her W is chilling around 16 or less at max rank with haste. Still gonna be pretty annoying having yet another ability that negates incoming damage and being on 3x-5x lower cooldown than the abilities it will mostly be used to block.

The new noxus update made the game unplayable, if you don’t get the 3 objectives you won’t get the new jngl monster when you lose both you auto lose. The mivement speed on the boots are too op and the buffs from the new jngl monster is just TOO MUCH.
I've tested some of it and it doesn't feel strong really. Although there are some cool interactions. - Runaan's Hurricane's extra bolts apply overwhelm so you can mass execute which isn't really bad at all. But Mel doesn't like the stats of that item - Statik Shiv does not apply to overwhelm. - Navori Flicker blade genuinely might be super cool for her W and applying stacks. -I tried all these items with Guinsoo's rage blade and Nashor's tooth but it didn't feel all that strong. Maybe A full AP On hit build or a full adc build might have some merit. [Weird but who knows, I've seen Yuumi top win against Urgot- anything is possible]

With enough effort you can make any champion sound like this. Lee Sin's Q is a projectile that does physical damage, costs no mana, and on hit gives him a targeted dash that also does physical damage and executes because why not. He can also cancel this dash with his other abilities to bait a spell. His W is a dash (wow, so original) to an ally (or minion, or ward) that shields both parties, costs no resources, goes through walls, and can be recast to give him spell and physical lifesteal. He can also cast both parts during his other dash because why give a champion limitations? You get the point
Bear in mind that 30% decaying movespeed for only 1 second (which doesn't scale at all) is actually very small. I actually think the main purpose of it is so that you can use it to block jinx ults and similar easier. If she's going to have this ability then you want her to be able to see a big projectile and run in front of it, its a big highlight moment for the champ. The movespeed is something I don't expect to get changed as its actually a very small part of her power budget. Also your comment about her W having no downside is strange, you act as if most abilities in the game have some big drawback to them. The "downside" of Mel's W is that is has a super long CD (and you are probably maxing it last) and doesn't actually do much damage unless your opponent turns their brain off. This is just not an overloaded kit by any means. Basic damage mage spell q, basic cc mage spell e, defensive long cd w, backloaded karthus ult. I expect her to be firmly in the Renata tier of reading more game breaking than she actually plays out.

That's not how League has ever worked. They are separate teams, live pod and champion design. Ambessa has a 49.68% winrate in emerald+ and the best players have a 57.67% winrate. Very strong, but not overpowered.
I hope they don't throw her in the support role after the Lux mains start picking her there to avoid farming. I hate that Sera, Morg, Zyra and even Xerath to an extent got balanced for the support role, but I love playing them mid and actually putting some effort to deal lots of damage. I hope Mel keeps her mid lane power. Also I love how August repeated 3 times that Mel is a mid laner and doesn't know how viable she will be as a support, and 30 seconds later someone in his chat asks what her role is. Or how people assume she's "budget Smolder". Come on guys, at least try to understand her skills before saying things like that 😭

Add in their ults and Lux has another 400 + 120% (realistic combo throws in another auto of 150+ 30% to bring it to 1205 + 325%) Mel gets another 364 + 107.5% (If we trigger the execute this is a total of 1241 + 302.75%) If you consider one of these is a burst mage, and the other is more of a battle mage whose ult damage scales up over the course of a fight, the numbers across her kit are completely reasonable. Singling out a single ap ratio from her kit out of context is incredibly disingenuous.

@arashiOAgaming 30 seconds is not a huge cool down. Compare it to any other wall. Yasuo Windwall - 25 seconds, doesn't reflect or give movement speed. Samira Blade Whirl - 30 seconds, doesn't reflect, doesn't give move speed. Sivir Spell Shield - 24 seconds, doesn't reflect or give move speed, does give a small heal. Braum - Unbreakable 30 seconds, doesn't reflect dmg or cc, does give move speed If you remove the reflect, the cd and ability is comparable to others. Reflecting CC and damage is why this is broken beyond all at a 30-second CD before haste. She will be able to negate and *reflect* two potentially MASSIVE spells in later teamfights.
One Rioter couldn't CS so they spent multiple years and hundreds of thousands of dollars making a champion to inflate their MMR, sure. League players need constant reminders that not everyone is a shut in loser whose highest priority in life is how good they're perceived to be in a video game.

i think the current problem facing league. is these designers and developers keep trying to innovate something new and exciting. and while doing this they constantly keep introducing insane gameplay mechanics to league that old previous champs really cant keep up with anymore. Why play older champs with much higher skill gaps that might require hard macro. when you can just play the new completely overkit champions and feel good while doing it.

The counter play would definitely be if it can only reflect one thing for team fight. Even then that is still insanely powerful for a non ultimate
