The 34 PICT-3 stopped capping that "VOLUME" screw long ago. You set the base idle with the bypass and then set the volume screw by ear. If the volume is too far out you will hear blatting. Too far in and the rpms will start to drop off. This volume setting will/should be within one turn (360 degrees) of the screw (in or out) from the base setting of 2.5 turns out.

I have problem my brosol 31 carb, even volume conttol screw is of the engine still run...what about you...🙏
Clogged. Remove the entire carb, take it all apart, dip it in carb parts dip, rebuild with a new kit.
I guess I was doin' it right all along.
Go figure.
