When you buy a car cash out, you still have to take it to the dmv to fully register and receive tags/title. No temp tags are usually given when it’s a cash car.

Private sellers of cars need to file, online, a Release of Liability, stating whom they sold the car to. That protects the seller from the buyer failing to register the car and anything that might occur with the car.
