According to the Golden Dawn this was to put the order in line with that given by the Cypher manuscripts but we also know that Waite deliberately obscured some of the correspondences for his own reasons. This is why he called it the 'rectified tarot'. We see some intuitive connections (Justice - Scales of Libra, Star - Water Bearer Aquarius, Devil - Goat of Capricorn etc) but others less so (many lament the Moon not being mapped to Cancer due to the emerging crayfish). Some still insist the Marseille order is the best option but another aspect was the associations to the 22 Hebrew letters & their individual meanings so I'm not sure whether a 'perfect' order exists. Personally I started with the RWS so that's always been the sequence for me but I'm interested in the other ways too 🃏⛤
Prudence got it's own card Judgement But Judgement is conflated as LAST Judgement rather than a Cardinal Virtue Fair enough, but I wander if the Golden Dawn misplaced some of the meaning in doing so

We've obviously got the 'official' cardinal virtue of Justice so I'm having a hard time marrying up the concept of Prudence with Judgement but my interpretation is no more valid than yours or anyone else's. As this is primarily a channel devoted to Ritual Magick I feel obliged by my own volition to follow Waite's ideas & that comes down to the idea of Judgment as it's presented in Revelation. However, the beauty of tarot is that there is no 'final word'. If that association works for you and you're consistent with it then your readings will be as meaningful as anyone's. I think you're referring to the statue of the Sabbatic Goat, from the original drawing by Éliphas Lévi. This has become associated with Baphomet, the deity whom the Knights Templar were accused of worshipping. In the Western Mystery Tradition the Sabbatic Goat is a representation of the uniting of opposites. He's not a devil or a demon, he's not mentioned anywhere in the bible or the Lesser Key of Solomon. He's composed of binary elements representing the "symbolization of the equilibrium of opposites": half-human and half-animal, male and female, and good and evil. The Pentagram on his forehead points straight up to represent spirit presiding over matter, the opposite of the Devil tarot card ⛤
