2024 Ballot Education Series - Issues 15 & 18

Currently, the requirement for seats on Planning Commission and Board of Zoning Appeals is five (5) electors who are residents. When terms expire or there is a vacated seat, the city advertises in a number of ways requesting citizens who are interested in serving to fill out a brief online application so that council can review and determine to appoint. However, as is often the case, there are no applications received and it takes many months to find a candidate who is willing to serve. By changing the allowance to two (2) non-residents, this would allow those who have a knowledge base or career in planning/zoning or an adjacent field of study, who work in Riverside but may not live here, or who have a willingness to serve and is interested in planning to be able to submit an application. In any case, council still has the final authority to review applications and determine appointments.
