Because this Casthor Refraction ring is new for Season 4. If you are playing standard, you have the old one, that not gonna work for this build.

The skill has a "Cannot Change Speed" tag, does that mean attack speed or projectile speed?

It means projectile speed, basically how fast tornadoes travel.

So far its not 100 percent clear. But the main idea is that, it convert your flat dmg stats to the your main element that you are using on your skill. So simple example is Stat DMG Orbs. Those flat that you get from orbs, should be converted to your main element.
