Without additional insight into the specifics he’s referring to, I’m just imagining whatever was going on with the sound teams were affected by all of that. It was a very atypical show so undoubtedly weird dynamics at play.

Community was a show with a brilliant idea created by an antisocial childish genius, with some of the funniest, most charming cast (and chevy chase). Just truly lightning in a bottle. For about 3 seasons.
In college, I had a class where one of the projects was to ADR a few minutes of something the class previously recorded. For multiple very talented people (me excluded, I suck) that took weeks and still didn’t have great lip syncing and performance expression syncing. Doing entire episodes for a television series is unfathomable.

ADR can happen for loads of reasons. Differences in equipment, changing scripts. It doesn’t just happen cuz the audio was bad the first attempt.
