In Johnnys defense he did keep saying his feelings for Cely which Mercedes told him "she doesn't want to hear her name again" however he was being honest expressing his feelings were deeper for her and this was a test to make him realize that even more. When you date as they do in Bachelor/Bachelorette as well, yes you put yourself out there to see if there is a stronger connection with someone else however he realized his relationship which he could see outside of Love Island with Cely is much deeper and he did express that is why he went back to her💕
