My grandmother had Japanese language class during the Japanese occupation. Learning the language of your occupier is the same as subjugating or surrendering your own culture.
They also taught and encouraged the Filipino language along with Nihonggo though. As opposed to during the American period where everything was taught and written in only English which is also one of the reasons why the use of Spanish practically disappeared in Philippine society.

During the American Occupation, Quezon and his contemporaries used the English language to advocate and further advance the interests of the Philippines leading to our eventual independence. During WW2, probably less than 5% of Filipinos can communicate in fluent Japanese. But those who did, President Laurel in particular, used it in order for lives to be spared. Some abused the language, but some used it to help, to educate. So like I said it depends on the person using the language. The language itself is neutral.
