They all see an opportunity to turn the rebuilding process into another scheme, just like the homeless problem allowed them to create the homeless industrial complex, where they shovel eyewatering sums into the problem and it just got exponentially worse.
They'll make the process so onerous that only the wealthiest can afford it, the rest will sell prime real estate for pennies on the dollar, to be gonbbled up by their developer buddies for kickbacks.

Like clean up is one thing but when you start breathing in all that ash and debris over a long period of time it can really do a lot especially to kids and then when you start talking about rebuilding and leaving it to the masses. You can’t rebuild on shaky or unstable ground. It does seem like a tool but there is a lot that can go wrong if you just let a bunch of inexperienced people try to solve huge problems.

I’m from Florida. I lost my home in Hurricane Michael, even having to ride it out with my dog & cat in the laundry room, as my upstairs roof blew off & we were subjected to the elements. Within hrs after the worst off it Search & Rescue was at the door. Governor DeSantis had Tree Removal Expert Folks & Electric Workers all “stationed” out of the direct area but they immediately “descended” upon my area. They cleared roads & immediately began working on the Power. Next he had dump trucks lines up to remove debris. He had FEMA in the shelters along with everything else we’d need. It was all planned prior to the storm. No one took a vacation. The Emergency Operations Center engaged at first rumblings of a threat.

It's not a failure; it's not incompetence. They are focused on how to make things as onerous as possible, so that the land will eventually be sold for pennies on the dollar to their developer buddies, in return for kickbacks. That's how they turned "solving" the homeless problem into a whole industry, as they made the problem worse, justifying the transfer of more and more public money into private pockets. They are thinking of the rescue packages, and disaster relief aid, and all those pockets to fill.
