She warned me that she would cancel my next interview with the hiring manager as I refused to tell her my last drawn. I emphasized that I have no obligation to share. She ended the interview and unilaterally cancelled my next appointment with the hiring manager without even consulting him. What a powerful HR! I then complained to the hiring manager and the Head of HR of SGX but received no response. After that, I emailed the Minister of Manpower Mr Tan, and 9 days after, a response from MOM suggested me to contact TAFEP but TAFEP gave me no reply (even not an acknowledgement letter) as I had also lodged a complaint on their website… Unless it's enforced by law like the US, candidates are at a vulnerable position for negotiating salary with their prospective employers - especially with those "state owned companies"... (Am I in China?) 😂 Anyway, my advice to all readers here: avoid SGX, avoid this Shawn Sim.

I believe we are quite backwards in terms of salary offers and negotiations. In Australia, most established employers put up their salary offers right smack in the job advertisement. Whereas in Singapore, most established employers will leave that out and say it's negotiable during the interview. All the PC responses in this interview make me wonder if culturally being kiasu and more budget-minded is the real reason behind this. If you want to attract real value and talent into your company, pay well and ensure a rigorous interview process to get the best candidate. Don't expect to pay someone a lower than market rate salary and expect them to do a good job AND stay on for the long term.

Many years back I tried to look for a lower salary job and fail after they seen my last drawn salary. Last drawn salary: X Request salary: (X - 1500) Despite I found a lot of suitable jobs and positive interview. Non of them hire me because of their suspicious of the reason. then I started declaring my last drawn as (X-1500) and even photoshop my old payslip and I got a job offer within the next 3 days easily.
It’s not the salary. Most Interviewers try to figure the candidate out. If one is smarter or confident, no job. Somebody who questions won’t get the job. As an employer I can tell you it’s absolutely so we don’t overpay. Isn’t that absolutely obvious? My advice is try and defer any pay discussions. But if they keep insisting I’d ask what remuneration is being offered BEFORE you disclose anything. That way you know if you are being low balled. And if they refuse to provide anything concrete then I’d suggest it’s not an employer you really want to work for. Look Elsewhere.

Some jobs, employer have a salary range e.g. 4k - 6k. Even if you got years of experience. If let's say your last drawn is 4k. They may only offer 4.3k instead of someone with similar experience that last drawn is 5k which they may offer 5.4k. They will try offer you some increment to entice you while keeping their cost as low as possible.

Under paying and overpaying is one aspect. Salary fraud which has been really common is another aspect. I know people will say what ?! Yes it’s real I encountered a number of times in my career.
I think this boils down to the typical singaporean mindset in local companies hiring process. Everyone are scared to "overpay" the hiring candidate so they "need to know" how much your previous company was paying you. The same goes to people are kaypoh and they want to secure the "best deal" so only want to hear it from multiple sources. In this case, the salary range they post after doing their own research isn't enough, they still demand for last payslips.
HR will ask because they have to ask as part of their due diligence. Because they have to provide these info to their bosses who in turn do not know why they need to ask and how does it relate to what the company can offer. It's because if everyone is asking, I better ask otherwise I am not competent. Therefore, selection of people is no longer based on the real reason why an employer wants the employee, but it becomes more of since the candidate fulfills the requirement, the employer has to employ. Gut feeling is no longer a skill used.

If the hiring manager asks for your last drawn salary, turn the tables around and ask for their budget for this role instead. If they are hesitant to answer, it means they don't have confidence that the salary they offer is competitive enough. If they do give you a budget range, let them know that your salary expectation is within the upper 20% of their budget range (IF it does fall within your expected range). If their offer is lower than expected, be upfront with them. Are they flexible in increasing their budget? Proceed further. If they're not, end the journey there and save both parties' time. HR for 10 years. It’s actually to prevent any waste of time of both party. Every company have a salary range/benchmark.
We want to make sure any offers made is also attractive to the candidate. No point offering lower than their current salary for most cases.

I think last drawn salary shouldn't be a secret. It is history.
It show your honesty in your disclosure.
It show your job worth and responsibility.
If a company can pay 6K to get someone to get the role filled , why would they hire another for 10K? Its a business decision not a personal decision.
