I don't think past reiner, bertholdt, annie and marcel knew about the King renouncing war. That stuff was only revealed during Willy Tybur's speech which is in the present

They knew about it from the Tyburs/Marley higher ups, but weren’t sure how exactly this vow functioned and if it was indeed still active. That’s why Reiner’s first answer to Eren when he asked him why did they break the walls was: “To see how the King would react”, and it explains why they were sent there as spies in the first place.
