Remember when playing as Jaddari I managed to get over 100% reduction for establishing holy orders completely accidentally by going through missions and building specific monuments. The most broken part wasn't that it gave you mana instead but the fact that if you spam with certain holy order you can reduce governing capacity by like 20-30% in each full region you control. Good trick if you plan world conquest.
For sure. Jaddari the way to one faith/blob, and I think they still have some of the best flavor out there too, maybe Venail is on par but yeah. Blob monsters in the hands of the player those chaps are.

You could always try more vassal/missions shenanigans. Iirc elikhand(new wanderers) in escann can build a monument giving -5% all power cost. And either Dartaxaderim or varamhar? in bulwar could do something similar.
By the way you can reach far higher without a custom nation. The black demesne is one of the craciest nations in the mod, and they get a lot of all power cost! The most common nation to form it with is order of iron scepter into esthil and then black demesne, but to maximise all power cost you wanna form it as elikhand, thogh you will easily reach a 100 regardles. Highly recommended as a playthrough.
^ thats the settings in my game. Honestly the Mythical Conquers are pretty overrated, since if they spawn on a small tag with Xrome the other larger tags just eat them anyway.

You dont need to create custom nation to be overpowered. You can basically reach 80.5 all power cost on any nation in anbennar. 10 Golden era ,10 innovativeness, 10 mages. 43 from divination, 5 damestar and 2,5 adviser. Also monument in sarhal gives u 1 all power cost. And republic tier 9 gives 2 all power cost. Or reform magocracy for theocracy which anyone can take after the start gives u 5 all power cost. And some nation have all power cost in their ideas. It doesn't matter what u play. U just need divination for insane 43 all power cost.
No for sure, I mean I usually don't to be fair, its just I was breaking taboos today so I did the same with a custom nation. Otherwise you take a religion for -2.5% all power cost and you revoke the AoE for the -5% in ideas, and do some more fiddling for the last 2.5% so you can get their without custom nations.
By far my favorite play style is darkscale technocracy. It’s definitely not as optimal as most as kobold administration isn’t very good and technocracy isn’t the best government form. But I just can’t help myself with making strong little lizard people become dragons and rebuild the ancient dwarven cities.
You need to keep in mind that the more you use foresight with the same ruler, the bigger the chance that he will go mad. It's only 1% chance of failure for the first time you use the spell.

While there are a lot of things in Anbennar that are unbalanced and MP mods almost certainly are a better choice if you want a more balanced game (I recommend Sebennar) I feel making a custom nation is kind of cheating in a way. Anbennar isn't built for custom nations, and what you can do with them is no indication of the balance of the mod.
I did a custom nation here for the flex of a double wammy I had routed the same earlier: you need 2.5% all power left hand faith, same gov reform, revoke AoE for 5% in ideas and finally there’s another 2.5% somewhere I can’t remember top of my head. But for sure, I see your point. I guess the argument though is more ‘Anbennar is unbalanced, and that’s a good thing’.
I think morale damage taken by reserves doesn't have a minimum, which lets your reserves gain morale in battles. I think undead military gives you some, as well as the vanilla buff from professionalism.

You need to do an Empire of Anbennar revoke for 5% All Power Costs in ideas, and some dwarf fun trips on your migration over from the east for this project so it’s a lot more steps. Or play the funny dwarves with -42% all power costs permenantly.
Varamhar has a mission tree about doing a magical project to bless your ruler and has a hidden value called varamharProjectDivinityCounter. One of the outcomes gives 2.5 all power cost but, thats not the best modifier if you do all the missions and event chains perfectly you get the varamhar_the_sun_reborn, which is an insane modifier and even while cheating and looking at the files to know which options I should click I still wasn't able to get the event to fire lol.
