If u play the mission 'Time to get away' in online. The car chases u down the highway, if your lucky you can kill the cops and steal the vehicle. Hopefully this helps.
The whole story behind this or maybe a theory is that these scientists and FIB agents are trying to communicate with the aliens and a proof for this is that After 100% completion of the game, several ufos spawn which one of the ufo has Fib written on it, this might suggest that fib or the governmnet has some kind of connection with aliens just like the real life conspiracy theory of area 51 The FIB agents only spawn with scientist in the old gen (Xbox 360 & PS3) In the newer versions there are only scientists
Michael's car is called the Obey Tailgater and, I assure you, it can be found on GTA online but I don't know any spawn locations for it. Vehicles on GTA online spawn randomly so you have to be lucky to find it.
My theory is that it's linked to the FIB alien ship easter egg and they are doing illegal things much like in the main story line which is why they don't call for back up. The reason they start shooting each other is possibly because the other two that are shooting at you are drawing attention which is swiftly taken care of by the remaining agent. The last agent then escorts the two scientists back to the safe house they are staying at in sand shores (assuming you don't run them over).
⚠ TO EVERYONE READING This ⚠ You can delete GTAV on your PS4, when you reinstall it, pause the update. You'll be on 1.27, save games will not be lost or deleted, just go at this location and steal the FIB buffalo, and save it in a garage. That's it, save the game and resume the update.

boigame you can harvest as many uc cruisers as you want as franklin, a side quest from a guy named barry, take, the car, let the time run out and hit cancel mission, should still be driving it
The part about Story Mode is not entirely true. If you have 100% completion already they will NOT spawn. Only plain white vans or sedans will spawn after that.
I don't think alot of people understand There is a Bravado Buffalo online but it isn't the one Franklin has Franklin's buffalo is custom made. and it has more customization options to it. You can check the tail lights of Franklin's buffalo then check the taillights to all the other buffalos in the game. That is only one difference between the two.
Dude! it'll be so badass if the next DLC you'll play as an FIB agent or a scientist working on some Alien conspiracy and you can go on an underground lab etc

Crazy how it's been 10 years already. Nowadays we know that the FIB at the satelite dishes was meant to set up the cancelled Agent Trevor singleplayer DLC
i think the scientists were brought to the satellites dishes to re calibrate them but some agents that were escorting them worked for someone else and they wanted to eliminate the scientists and one agent survives and takes them back to safety.

you can collect the space parts with michael franklin and trevor but when you have all the parts you need to go to that guy (that asked you to get them) as franklin to get the space buggy
you go to a independent shop and offer a little over the asking price. the street date for games isnt the law its just recommended so some people will sell it early

Rick, the best way to find an Obey Tailgater is to wait until you get a text from Simeon saying to grab these veichles, and one of them are the Obey Tailgater. After that, just go to the golf club and it will be parked at the parkinglot. You will get 2 stars imediatly but when you lose them your good to go. Hope I helped you. :)
The only way it work is if it is not raining. If it is raining, they will not spawn. Another trick is to bother the FIB agent on the left side facing the scientists, like bumping into him, but don't do it aggressively. He will shoot you, but they will kill each other so you don't have broken windows. Typical Gamer, I saw in offline mode for Xbox 360 that a cop with a Police Bike was between where you exit the highway and between the highway where you go to get the FIB vehicles. I took it, but I don't know if it always spawns there. Can you check it out?
no its a normal car that somtimes come in the spawn circle. so that you can just steal it from the npcs. its also not a high end car so you can just put it in your garage
Like in the 1996 movie starring Charlie Sheen in "The Arrival" the FIB are trying to use the satellite dishes to make contact with all the Alien easter eggs and such which are placed throughout GTA V!!! lol

You can become a ceo, go to vip work, then do hostile take over and but it on lsia then it should be there at the hanger
grass roots the pickup, get in the unmarked cruiser and destroy the truck exit the mission
the easiest way to get the undercover cruiser is grass roots

Another method of getting the vehicles, just fly there with a Cargobob and grab it :)
