It's absolute rubbish to reject a hotel license for bad behaviour. The DM can file a police case against attempt to bribe. But if the lady goes to court with all valid documents, the DM will be answerable for not granting the license without a proper reason.
Again another video with display of rude behavior. The DM can take action for inappropriate behavior and offer of bribe but cannot reject renewal of the license without even going through the application; the DM's refusal is equally a bad behavior.
