Level 3 mobilization activated at Atlantic & Ralph for a perp named Oliver Sundance wanted for 3 shootings including a homicide in lower Manhattan. Police conducted perp searches at 719 Kingsborough Walk. His cell phone rang at Dean & Howard. Police also searched that area with tactical units. A massive police presence including command center with high ranking officials on scene (Commissioner, Chief of Dept, Chief of Patrol)
