In many countries, if someone is jaywalking and a fast vehicle hits him and he dies, the driver is not to blame. Moreover, the car owner can demand and get recompensed for the damages to the vehicle and the driver's trauma, from the victim's account because the person responsible for the damage was the jaywalker, whose action was illegal.

I think you are seeing me through your prejudices. People without a roof over their head do not necessarily have to sleep in unsafe places. There are places where there is no chance of traffic, such as railway platforms, vacant yards, etc. Or at least they can go to quieter roads with pucca platforms. Think before you speak and cry about people whom you feel are unempathetic simple because you do not have the inclination to see what they say in a positive light.
