I think it is to let the indecent commander know which truck is the ladder when it rolls up to a scene. Since SF is really tight, you might not be able to tell by looking head on at the trucks coming up the street. It makes it easier for them to stage the fire ground, naturally wanting to give priority to the ladder. Or at least that's what they told me :)
Also all the cabs for engines and ladders are the same (Spartan); thus looking the exact same from the front, and since all the ladder trucks in SF are tillers they don’t have the aerial up above the cab. So the green light lets them know its a ladder coming towards them.

All SFFD Truck Companies have a green light to identify it as a Tiller Truck in foggy conditions
