Fee has to be paid after receiving an admission offer to get a non-conditional offer letter from university. Also it is a basic requirement of visa application (fee receipt + unconditional letter)

You have to check the prerequisites of a course. Generally, it is not possible.

You are not a permanent resident if you do have a PR card. It can be applied after living for few years, have job, paying taxes and fulfilling other requirements

Refusal from other countries does not matter as long as it was not based on some serious charges. So don't worry and visa will depend on your bank statement + source of income

You can check courses through Campus France website (use filters available on webpage). I am quite sure that you will be able to find something related to your previous qualifications.

Eef portal has a fee, you can apply between 3-7 programmes depending on level of degree

Gap is not an issue if you can justify it with some experience.

Check from programmes that you are going to apply as it can vary according to a programme or a degree

It is low, but you can try to check individually from university's website

Yep, it is required by most of the universities as it helps them shortlist candidates. You can go for PTE if you don't want IELTS

Technically you can but check admission criteria and option of visa on such courses through programme's site or by contacting school that is offering short course.

Please don't waste your time and money on consultants. Watch video, follow mentioned steps, search for courses and fill online application forms and wait for replies from universities.
Consultants will charge you a lot of money for a simple thing that you can do yourself and there is no guarantee that you would get admission through consultants. Rest it is your decision to make.. :)

if IELTS or English test is not required by university then you do not have to worry about it at embassy/visa stage.

University ranking hardly matters in Finland. If he has a good portfolio, training, language and IT skills, he will eventually land a job. It is better to look for a universities in big cities if he wants to work part-time or want better opportunities.

I have an offer for master degree from Junia University located in Lille City. But its fee is 9000/year. I have a bachelor's in civil engineering. University wants me to initial deposit of 3000 euros. So the remaining fee would be 6000 euros now how much bank statement i will need to prepare for it? And does it worth it? Actually Junia is a private institution. Can I apply for any grant of scholarship for fee reduction?

It is your choice to make if it is worth it or not.
Do you have other options or can you afford tuition fees as tuition fees is quite high and language would be a barrier in finding work.
Further, remaining fees has to be shown in bank statement with living expenses.

Add cost of every stage as it can vary according to tuition fees, but other expenses such as eef portal fees, visa application fees + other expenses stay more or less same

On RUclips? If yes then people usually follow what consultants tell them and consultants do not get any commission from French, German, Finnish universities so they usually try to discourage applicants regarding procedure.
I will advise you to keep your options open and apply wherever you can as it costs nothing to apply if you do it yourself.

Do we need to show the fee of both years or just one year? In addition to the living expenses?
If a fee has been paid then only living expenses have to be shown otherwise include the first year of tuition fees in the bank statement. You can also check with AEG.
