I think they went safe on biting palm ninja because they didn't want a psuedo grief in standard. What they should have done was have it always thoughtseize unless it has a ninja counter on it, then if it hits with a ninja counter on it, remove the counter so you thoughtseize every other turn. Or they could have just made the ninjitsu cost 1b like ninja of the deep hours is 2 mana. I agree that this deck is like 1 good ninja away from being good in explorer, but is already a great deck in historic where they rebalanced the ninjas to make them playable.

Nashi should not be in this deck. If you want to play a really cool(and competitive) ninja deck, play the historic version of ninjas. It has the rebalanced ninjas so they are more cost effective.
How about instead of having a 1 through 4 bracket for cards, they recommend using the EDHREC salt scores, and then incorporate that into the rule 0 conversation? E.g. Jeweled Lotus has a salt score of 2.23, Mana Crypt is 2.16, Teferi's Protection is 2.01 and Sol Ring is 1.25. This has the upside of being community driven, and if the rest of your deck is low enough in salt, you can keep your deck's salt score below 25 even with the inclusion of Jeweled Lotus, Mana Crypt, Teferi's Protection and Sol Ring, if you insist on playing with those three.

Thassa's Oracle is 2.82, and in the 1 through 4 brackets it's likely to end up as a 4. But Thassa's Oracle played in a pure Mermaid deck should never be a 4, nor is its salt scale in the top 10. And if someone showed up with a pure mermaid deck, there would absolutely be an argument at the table about Thassa's Oracle being in the deck shouldn't mean the deck is a 4, because the card is only a powerful if there are cards that allow you to empty out your deck at will. If you genuinely believe that won't lead to angry arguments, then you've never met people. Can you build a very low salt score Thassa's Oracle deck? Certainly. Demonic Consultation is 1.88, so those two cards combined is only 4.7, and according to this article, the median EDHREC deck's salt score is in the low thirties and the average is in the mid thirties. edhrec.com/articles/digital-deckbuilding-archidekt-deck-comparison-and-edhrec-salt-scores/ It's not unreasonable to think that the median EDHREC deck would be in bracket two or three, which would put an otherwise salt free Thassa's Oracle + Demonic Consultation deck solidly in bracket 1 (by salt score). But that would likely also require you to play the tames of tame dimir commanders, as a basic Island has a salt score of 0.64 (clearly people do not like Blue players, because Underground Sea is only 0.56).20 basic Islands and 20 basic swamps alone would add 22.4 to the salt score if you count them individually. And there are tools that will do this calculation for you if you give it your deck list. However, the biggest advantages to having a salt score be an official thing, is that Wizards doesn't have to sit down and do the scoring - it's already done, and that it is a community effort rather than a dictate from on high. It also opens up for another possible rule zero discussion - how salty are we allowed to be? Not just in terms of the deck, but in terms of the saltiest card allowed. No cards with a score above 1.5 means you can still play Strip Mine (1.01) but not Glacial Chasm (1.79) for example.
