No it wasn't sakurai made this character and called him dragon king which would later become Captain falcon. He needed a placeholder character because he was presenting the idea to Nintendo and he didn't have permission to use Nintendo characters yet.
When sakurai presented a demo of what would become smash bros he had to make unknown characters because he didn't have rights to use Nintendo characters so that's where dragon king comes from. Captain falcon would later be made using dragon kings model.
