So the guy hitting the weights is showing something called hard QiGong, (Chi Gong) - essentially he is hurting his body in a controlled way so that it grows back stronger, skin gets thicker, muscles become denser, bones suffer micro-factures through impact and heal making them stronger, similar to what happens to children when their arms and legs get broken during play.
It's a form of body tempering that is common in Chinese martial arts, but generally looked down on in the west (for some reason.) What is uncommon however is to use such a piece of gym equipment for it, that equipment is not designed for this purpose, so it shouldn't be used as such.
Hard QiGong is opposed to Soft QiGong, an example of Soft QiGong is the cinnabar palm technique of the Shaolin Warrior Monks, where they fill large urns with sand (starts with fine sand and gradually the coarseness of the sand goes up, until the point where it's gravel that would typically cut your hand, but doesn't because it's been tempered) then repeatedly slap downwards into the sand to strengthen the hands against impact and thicken the skin (essentially sanding down the hands every day and the body responds by forming ever thicker layers of skin and fat to protect it. Shaolin Martial Arts are some of the longest surviving recorded martial arts dating back over 1300 years (though there is some disagreement on whether or not the communist revolution lead to the temple facing armed suppression or that around 700 years ago the original monks weren't wiped out in an attack from an emperor who was afraid they'd grown too strong as an organisation and was afraid of them joining some competing family clan to overthrow him.)
