I think you are right Demcad. The blackhawk was at 400 feet and they were supposed to be at 200 feet. They were supposed to be on the east side of the river. They may have been wearing night vision restricting their peripheral vision and they may have thought a different plane was the traffic to avoid.

Those helicopters are very maneuverable and nimble. It looks very intentional to me. We most likely will never know the truth about this. If you look at the cratter the plane caused in Philly it looks like that plane was drove straight into the ground.
