If Whittaker v Chimaev went forward as planned and either one of those guys got a highlight reel finish, they'd get the call for the next title shot before Sean. Whittaker got a highlight reel KO in the first round, but Ikram is way less relevant than Khamzat, so that W doesn't mean as much and Sean can just wait it out.
