Toby will always quietly pull him aside and just tell him "not to send emails like that" or to "be more mindful of how people will feel at the things he says" and stuff like that. Basically, he's like Michael's antithesis. Michael loves to be loud, spontaneous and loves to push the boundaries every once in a while, whereas Toby is always almost inaudibly quiet, structured and ordered and obviously makes sure everyone knows the rules of the workplace. Many times, when scripts are written for specific already proven actors they leave holes there for the actor to fill. I remember a producer of Columbo saying that he would tell some of the writers not to write Columbo's catch phrases because Peter Falk knew better than them where and how to say them. Same with Robin Williams on "Mork and Mindy."
I always imagined that Toby was the Scranton strangler, and Michael was the only person to know, deep down, that Toby was hiding a monster. It's not something he could really articulate to others, and he didn't actually make the strangler connection, but he knew something was there... Even though him having no control over corporate is way simpler and makes way more sense 😂
Idk of him working in hr can be the only reason considering that he marries the next hr rep. That might be part of it but there’s probably something else there

He hates the fact that he can't fire him because he hates him, but that only contributes and is not the main source of his hatred. I'd say that he hates him primarily because he doesn't trust him, because his job is practically to ruin Michael's mission of cheering everyone up and doing all the crazy stuff he does and report them to other people he doesn't trust. I've also thought about the possibility that Michael hates him because his personality reminds him of someone, possibly his step father, maybe someone else he really hated as a kid

The cut scream at the end is perfect comedic timing so it could be 100% intentional, but I always wondered if part of the reason they cut there is the cast breaks shortly after the cut. But I guess if that happened, it’d be surprising there’s no blooper of that scene.
