She's a baby. She doesn't like wearing those flip flops and doesn't understand anything about shoes. Babies don't act or manipulate. She's being genuine and innocent.
I find those kind of shoes painful. I can understand why she likes them as objects but not as something to wear. The thong part can dig into the space between toes.

I think the problem is the shoes are tight and it itches her skin. So try buying a looser version of the same shoe, it worked for my kid.
Why not try socks and big funny looking shoes.. ? She might like them and move on to regular shoes.. have you ever tried socks ?
