I notice most dancers at the Barre actually don’t move the head and are just looking to the front all the time (apart from downwards in plies/opening the arm). I agree with him. This also means one is ‘dancing’ as much at the barre as in Centre Practice: it seems many treat the barre as just a warm up. (My Teacher - ‘Adult Beginner/Novice’ Ballet - the late Deborah Sims, taught us this discipline. She taught in Bristol & Bath, U.K.).
