Ukraine was still neutral at that point and Zelensky specifically ran on a platform of reconciliation with Russia, but Putler couldn't permit that. Otherwise Ukraine would continue to turn towards the West and improve their lives, destabilizing Putin's regime.

Lithuania really liked German troops in 1941 too. That country had the lowest WW2 survivorship of Jews in of all of Europe. Never forgave Russia for the payback.
