Great video. With a shared device license, can you sign into a desktop PC account or is it only for physical phones?

If you go to office.com and try to sign in, you'll be able to. However, it'll be super limited. You may be able to access Outlook with the Shared Device account and license. But it's not meant to be used like that at all. So, it's really for the phones only.
