Okay. I mean, I'm not going to try to convince you if you've decided for certain. In my experience though, almost all television shows take a few episodes to get into the swing of things. This one's no different. And it is a wonderful show.
So you watched 10 minutes of the first season (which is widely known as not that great) and you've decided the whole series is terrible? I highly recommend starting from Season 2 and giving it another ago. It's one of the best shows on television and you're missing out.
Yeah I know what you mean, Eastbound and down, Trailer park boys and Party down are all examples of shows that took a few episodes to find their feet but they were all entertaining enough, or had enough potential in their first episodes to make you carry on watching, Parks and Recreation, in my opinion, had neither. It just came across as another mediocre sitcom with no charm.
If the first season isn't particularly entertaining then I'm not going to suffer through it to a second season am I?! Not to mention that maybe I did make a snap judgement, but that's how unfinny it was, I didn't even want to give it a chance! But, according to you, my snap judgement of the show was pretty much accurate. If you have to start at seaon 2 to enjoy it then it's really not a great start. Also the main character is the most unfunny person in comedy- the casting could've been better.
Just start from Season 2, ignore every scene with Mark in it until he leaves the show, and you're gold. Season 3 and onwards is especially great.

Parks and Rec wasn't even funny until Adam Scott came on, he literally.... saved that show.

I like Adam Scott but Parks and Recreation was terrible. Watched maybe 10 minutes of the first episode and I didn't laugh once. Didn't even giggle.
