Ugh..., I would have called the police even if I thought they were calling them. Submit your video footage to the insurance company, you might only end up paying for your damage since you have them running a red light. Camera's all around your property. Then call the police on the they guys for illegal dumping etc. Diesels don't have catalytic converters. The HOA really doesn't have any authority on new builds other than the house must meet standards. Call your town and sue!
Story I heard was very similar to this one, but with a twist, one day the family that had complained about the mess, and dangerous stuff going on. Well they were rounded up by police, seems they were being blamed for the building burning down, for all of five minutes, the home owner pulled up his security camera footage, showing a early morning visitor to the construction site. It turned out to be the builder, and the HOA lawyer. Needless to say those guys didn't have a good day
Second story: DashCam for the win! I've had my DashCam save me from a couple of potentially very bad accusations, including SA, but recorded footage proved my innocence. Best $200 I ever spent!

Construction story, OP needs to get creative. Flammable items are hazardous and can cause fire damage. Maybe someone left some around the equipment, trailers or the house. They've shown disregard for safety already.

Ally are at the scene of an accident, and it will all quickly become his fault. I’ve had people try to lie about me until I tell the cop I have a dash cam.
