My theory of why Greedo speak Huttese in Phantom Menace and New Hope is that his first languange is Huttese, that's why when he was a kid in phantom menace, he spoke Huttese. And when he got older, he learned basic to communicate with people that don't understand Huttese, but he is more comfortable speaking Huttese, that's why he spoke Huttese to Han Solo that understand multiple languanges.
I get the feeling that the real answer was that Tom Kenny didn't want to have to learn or ad-lib an alien language himself when he accepted the job to voice Greedo.
Well, it's not super out of line considering the first time we see him is in Tatooine. It's easy to believe he grew up there and not much more farfetched that he knew Ani. But yeah, George often tried way to hard to connect and reference everything. The Disney movies too.

Pretty old Hollywood trick. But always meant to be Huttese “in story.” Kind of like pitch black scenes in movies. The characters act like they have zero visibility, but there’s a butt ton of moonlight or random lights around. So the audience does ‘t have to look at an all black scene lol.

Turns out according to a canon comic, Greedo knows both Huttese, Rodian and Basic. He is just bilingual, which is an interesting detail about him.
