I have a series 20 and none of what you described is on my phone.
I have the same isue. this is an old video, and I guess with so many actualizations, they tried to make this hard for everybody.
On some models, a software update will toggle the "High efficiency picture" setting ON. Go to Camera > gear icon > Picture formats >"High efficiency picture" toggle switch. This should be toggled off. I just had a Samsung rep walk me through this who will be notifying technical support of this update defect.

In my Samsung S23 ultra there is no showing off heic to jepg 😢
they removed this option in ONE UI 4 I'm freaking out
If you have s20 fe go to the camera, then tap the gear icon at the top left. It will take you to settings and then scroll down to advance picture options. The next screen will have the toggle button to turn off high efficiency pictures. I'm not positive, but I think it should work for all s20 models
I don't see OPTIONS or Converter in Gallery App since the latest update. So now how to fix this issue.

This doesn't work on my note 20 5G... We've apparently hit a bug.

There are apps that profess to convert photos but they are full of adds.
My note 20 dose not have all of the option shown on your screen.
I don't have of those option in setting on my S20
Thank you for the tip for converting my photos to JPG. Stupid Samsung changed my files.
I have done that and my note 10+ still sends a heif !
I don't see that option. I wish I waited for my HTC to come in stock, samsung is the worst phone ever
