I don't believe you can hotspot from a public network. You can hotspot from a cell tower though. I did try a travel router just last week on Royal and it "worked" but speeds were reduced by 75%.
I buy the one device package. When I need the Internet for my laptop I turn on USB tethering so I can have a simultaneous connection for my phone and laptop.
Depends on the ship, room and public area. I would encourage you to try a few spots to see what works best. If I'm the cabin and the access point is in the hallway, prop your door open as the metal door reduces the signal.

For example, someone in the same room has already created their own userid and password but i would like to use the wifi but i do not know the userid and password of the first creater. Is it possible for me to create another userid and password using the same room number?
I think so? I think this is a conversation to have with the person you're traveling with. It is cheaper for you to add another device to their profile and use their information. You would just need to pay them out of pocket.
Not a techie here but I have never been successful at this and do not think it works that way. You can not hotspot another Wifi and need a cell tower for that. What I HAVE heard works, is a travel router but have not tried one out yet.
Most phones do not support Wifi to WiFi hotspot. Vast majority are Wifi to Cell only. Windows 10/11 does allow WiFi to WiFi though so worth considering as many have a Windows laptop lying around.

unless RC somehow blocks hotspot ability, you shouldn't have an issue hotspotting your phone to another phone. I've done that between phones and phone to laptop when no wifi available.

That is correct. If you buy the 1-device package, any one of those 4 people will be able to use the device at one time. They just have to know the log-in information.

Buy 4 devices for one person. This will give you one user name and one password that can be used to log into 4 devices. This will give you the bulk discount as well! Do not buy 4 individual devices. Hope this helps!
A better idea is get yourself a travel router like the GL.iNet GL-AXT1800 and you can connect as many devices at once in your room that you want
