He was a former FBI agent who tried to warn Americans of the Communist infiltration of America back in 1950's. That book opened my eyes in early 2000's. While the case can be made in support of the USA now operating under a system closer to State Capitalism managed by an ever growing bureaucratic class the former Communist Soviet Union was nothing like was nothing like a state capitalist system, not the way it's being defined now days any way. While the case can be made in support of the USA now operating under a system closer to State Capitalism managed by an ever growing bureaucratic class the former Communist Soviet Union was nothing like was nothing like a state capitalist system, not the way it's being defined now days any way. You need a functioning capitalist based economy prior to being able to turn it towards state capitalism, without a free market capitalist economy, innovation, growth, profit and re-investment creating further growth cannot occur. Private, for profit enterprise is what grows a nation and the soviets killed any chance of that from the very start. The soviet gulags weren't only for the enemies of the state, the provided the free manpower for all soviet infrastructure during those years because there was no money, investment or capital growth to fund anything, at all. Cities, roads, railways, harbor were all built on the back of slave labor, not some functioning economic system, they didn't even have the money to feed all the people sent to the gulags to work. There was nothing capitalist about it, state or otherwise.
The Chinese communist party understood very well the failings of the Soviet system and when the ruling party bought economic reform to China starting in the 70's-80's the CCP encouraged free market capitalist principles allowing companies to keep profits made which they knew would be further re-invested into private sector growth leading to economic success. The CCP has also (more recently) taken a level of corporate control over Chinese business as a whole both legally and through CCP party members being on the corporate boards of many companies and now their economy is considered state capitalist, where government run corporations compete in the open market with private enterprise where government owned/influenced corporations drive profit towards government and its interests and private enterprise retains their profit to further encourage growth
