I know I might get hate for this but anime of the 80s and 90s was far superior than modern day anime. This video showcases some of the best Japanimation ever.

Anime from this age may have taken a lot more work compared to today but it looks far superior. It's sad you'll never see anime look this way again.
it doesn't look better compared with a modern anime with the same budget. Sure, if you watch the generic anime, yeah, for sure, but animes with decent budget and time can look gorgeous nowadays.

ALL OF IT!!! Haha, but these are mostly sakuga scenes, basically the most impressive animation of the shows. Not every episode is like the animation you see here. But if you are just looking for a good recommendation, I'd suggest Cowboy Bebop, Ghost in the Shell, Golden Boy, Perfect Blue, Akira, Memories... Hope you like them.
