I disagree. Marrying someone doesn't mean you want to have kids as well. Many people marry only to have companionship, not to have kids. And there are many couples who are happy without having kids. Settling in life, doesn't necessarily mean that you have to have to have kids, it's everyone's individual choice. But yes, this is something that the couple should discuss before they get married to avoid any disagreements or problems in the future.
