You sound beyond genuinely willfully stupid, Cartels have nothing to do with these animals. They don’t kill them if anything they have them as pets since they’re babies and have them roaming freely outside their home and inside because they always come back to their owner who had them since a cub and feed them.
The good news is that out of all the Panthera cats, jaguars are some of the less dangerous next to Asian snow leopards. They usually make a point to avoid people.

They noticed that one killed a small black bear. I think it was only around 100 pounds. So they will eat bigger things than mice. They will kill cougars too if they can catch them.

Once the animal is to large to handle - they escape (or are turned loose). This would not be the first time a large cat was turned loose in the US.
